Planning gain supplement could be used to fund infrastructure

Housing minister Yvette Cooper has strongly hinted that the government plans to introduce the planning gain supplement (PGS) proposed by Kate Barker, partly as a means of plugging the infrastructure funding gap in the south east and other regions.
