Predicting but not providing

<b><b>Will Howie takes the government to task over its refusal to provide adequate housing</b>. </b><br><b><b></b> Writing in last month's issue of <i>HouseBuilder</i>, Pierre Williams started off his piece with the ringing declaration, &amp;"Make no mistake PPG3 is here to stay.&amp;" There is no doubt that he is right, but is PPG3 working? </b><br><b>The Council for the Protection of Rural England is not sure and it recently published its thoughts in a report called Sprawl Patrol - first year report. </b><br><b>On its cover the report makes CPRE's misgivings plain. It says the report &amp;"identifies powerful forces which are frustrating the government's objective to 'put an end to the wasteful, badly located and poorly designed housebuilding that has gone on for the past 20 years'&amp;". </b><br><b>It then goes on to castigate the government Regional Offices for their weakness and highlights inertia in local authorities as key issues obstructing the clear intention of ministers to put an end to sprawl. </b><br><b><b>No provision </b></b><br> The 20 page report makes dismal reading and CPRE's disappointment is plain on every page. This disappointment is felt all the keener since CPRE welcomed PPG3 when it was published in March of last year, hailing it as &amp;"a true …
