Pierre Williams was there to hear it</b></b><br><b>Make no mistake - PPG3 is here to stay. If delegates at last month's House Builders Federation conference in Manchester thought housing minister Nick Raynsford might be swayed into granting the north an exemption from high density housing, they were left sorely disappointed. </b><br><b>No matter that the north has far more terraced homes than the south as well as a less robust economy. Any suggestion that the region needs exemption from PPG3 to redress the balance with more detached and semi-detached homes was all but dismissed by the minister who made his position quite clear. </b><br><b><b>Overriding principles</b></b><br> &"I know there are anxieties and the belief that things are different up here in the north,&" he said. &"While inevitably there are differences there are also certain overriding principles that apply all over the country.&"<p></p><p> Raynsford delivered his tough message to a packed conference which included delegates from many of the top 25 housebuilders. </p><p>His subsequent warning about the dark forces of nimbyism suggested he could afford to be blunt: &"If we don't respond then housebuilding could face …
