Energy regs set to take effect within two years

A dramatic hike in levels of off-site construction and new homes&amp;’ energy efficiency standards look set to take effect in less than two years following the publication of the government&amp;’s new Energy White Paper. <p></p><p> Our Energy Future: creating a low carbon economy will see the organisation of a special building summit involving key players and chaired jointly by DEFRA, the DTI and ODPM. This is likely to be held in June to advance the paper&amp;’s objectives which have been closely tied in with those of the recently launched Communities Plan. </p><p> The paper proposes overhauling Building Regulations, including Part L on thermal insulation, by 2005 and the establishment of a public/private sector working group to promote sustainable construction. This will comprise housebuilders, Housing Corporation members and other construction industry representatives. </p><p> Housebuilders will also be affected by the introduction of compulsory &amp;“sellers&amp;’ packs&amp;” of information on homes&amp;’ energy performance, details of which will be spelled out in the upcoming Housing Bill, and the likely extinction of non-condensing boilers with the introduction of a minimum &amp;“A&amp;” or &amp;“B&amp;” SEDBUK efficiency rating.</p><p> &amp;“The fact that Part L of the Building Regulations is up for review two years earlier than expected is …
