Housing targets reinstated as Cala beats Pickles in High Court

The High Court has today ruled that communities secretary Eric Pickles' decision to revoke regional strategies and their housing targets was unlawful. The decision - prompted by a legal challenge by Cala Homes - effectively reinstates the regional strategies and housing targets and has been described by the Home Builders Federation as "a wake up call for the government" on localism. The HBF has argued that the government should put in place clear transitional arrangements for the move from the old planning system towards localism, and it is hoped that this decision will prompt it to do so while local authorities continue to plan for housing delivery as before. HBF planning director Andrew Whitaker said: "Today's judgment allows the government to put in place a clear transition to get from the old system to the proposed localism based one. This will avoid throwing away the many years of planning for future housing delivery in which many people, including local communities, have invested their time and money."
