Q:Can I start work on a site as soon as I receive planning permission?

The answer is usually no. Virtually all permissions contain a list of conditions which must be satisfied before work commences on site. Developers often need to carry out preparatory work on site, but technically such work constitutes a commencement of the permission and, if done in advance of satisfying conditions, will be unlawful. In the most extreme cases local authorities can use their statutory powers to obtain an injunction to prevent work being carried out. It&amp;’s also important to note that a development which has been carried out without complying with necessary preconditions has not been lawfully commenced.
